Microsoft Word opens PDFs directly, but you need it installed, and it works best on PDFs that are mostly text. Google Docs is free with a Google account and uses OCR, so it handles scans. Adobe Acrobat online is free, though its standard converter is built for regular PDFs, not scanned ones.
Smallpdf needs no account and offers OCR for scans. Xodo applies OCR automatically but allows one free web conversion per day. PDF24 is free, supported by ads, and says it has no limits, no watermarks and no registration. Drawboard caps files at 40MB. PDFgear accepts online files up to 100MB and also has an offline version. Finally, LibreOffice Draw is free and open source, works offline, and suits simple edits.
If you own Word, start here. It's the fastest route, and nothing leaves your computer. Microsoft confirms Word makes a copy of your PDF and leaves the original untouched, which should calm your nerves.

One warning. Microsoft says the converted file might not match the original page for page. Lines and pages can break in different places. A fancy brochure will need tweaking.
No Word license? Google Docs does this for free. Its built in OCR technology reads text from PDFs and images, so it's my first pick for a quick scanned PDF to Word job.

Privacy next. Online tools process your file on their servers. Drawboard says it deletes files right after conversion, and other tools make similar claims. Still, I never upload tax records or IDs to a web tool. For sensitive files, use Word or an offline app.
Want zero uploads? LibreOffice is free and open source. Its Draw app opens PDFs, but it treats them like drawings, so it suits simple edits better than long documents.

No PDF to Word converter is flawless. Columns shift, fonts swap and tables break. Here's my cleanup routine.
First, turn on formatting marks in Word to spot stray spaces.
Next, check fonts. Missing fonts cause most layout problems.
Then, rebuild broken tables by hand. It beats retyping the whole file.
Finally, compare the new file with the original PDF side by side.
If the PDF is locked with a password, unlock it first. Adobe's own page says to enter the password before converting.

Converting files every week? Free tools will eventually slow you down. Daily caps, size limits and layout glitches add up. That's when a paid editor like Adobe Acrobat earns its price. Adobe says it invented the PDF format, and its desktop tools are built for complex layouts. If a single formatting error could cost you a client, I'd pay for that peace of mind.
